    Sisi is definitely paranoid about the dissenter's in Egypt and infiltration of Jihadists from Gaza. If he didn't care about creating riffs with the Zionists it would be better to have above ground free flow in and out of Egypt, closely regulated. This would slow down tunnel building.
    Why? Because much of the finances for the tunnels come from shipping and handling fees of every day items. That builds the tunnels that are then co-opted by RESISTANCE Fighters for armament smuggling.
